In accordance with G. 0. 228 I have the honour
to request that the following submission, regarding the new Scale of Salary proposed for my office may be represented
to His Excellency the Governor for his consideration.
The Assistant Harbour laster is a Senior
Officer on the Staff of the Harbour Department.
He is liable to be called upon, at any time;
to carry out, in addition to his own duties, the duties of
the Deputy Harbour Master, and, in an emergency, also the
duties of Harbour Master.
Fe is a Marine Magistrate and hears cases in the
Marine Court and when necessary sits as President of Marine Courts of Inquiry.
He is an Official Justice of the Peace.
Under the proposed scale of salaries the Assistant
arbour Master is not regarded as a Senior Officer of the
Harbour Department Staff, but is included under a heading
"Miscellaneous Posts", at a reduced salary, and grouped
with such Officers as the Superintendent of the Fire Brigade,
who is a promoted Subordinate Officer, and has no potential
responsibilities beyond his Office.
For the sake of comparison, the maximum salary of
the Assistant l'arbour Easter in 1927, when I was transferred
to Fong Kong, was £820 p.a. The then maximur salary of an
Assistant Government Marine Surveyor £700 p.a. In 1930
salaries were revised, and the maximum salary of the Assistant
Harbour Master was fixed at £950 p.a. and that of the
Government Farine Surveyors £825 p.a.
